I believe you can view it but you cannot A: see attachments (pics posted that are hosted off site can) and B: you cannot post, but you can still lurk and read the threads I hope that clears it up for ya

EDIT: I logged out and saw that while attachments ARE visible you still cannot post in threads and also the Administration forum which is only visible to those who are admins like me and I THINK mods is invisible when logged out.
