I´m not 100% sure what that mean. Maybe some of you native english speakers can help me . Does it mean, that she is thinking about going bigger with larger expander implants?

Yes, I think you understood it well. Her expanders are rated around 1800cc and expanded to 3000 (safe overfill level) and now she is thinking about 3000cc expanders which can actually be filled to 6000 ore more!
